Assessment of CEF reimbursable courses

In June 2002, the Government set up the Continuing Education Fund (CEF) to subsidise adults with learning aspirations to pursue continuing education and training.  The HKCAAVQ, commissioned by the Labour and Welfare Bureau (LWB) who is the final approval authority of the CEF, is responsible for advising the LWB on the registrability of courses to be included in the list of reimbursable courses under the CEF, and monitoring the quality and relevancy of courses after registration.  

New CEF reimbursable courses

In order to be eligible for registration with the CEF, a course must be registered under the Qualifications Register (QR), and belongs to any one of the following eight specified domains.

  • Logistics;
  • Business Services;
  • Tourism Industry;
  • Product and Digital Design;
  • Language (English, Putonghua, Written Chinese, French, German, Italian, Japanese, Korean, Russian, Sign Language and Spanish);
  • Financial Services;
  • Creative Industries; and
  • Interpersonal and Intrapersonal Skills for the Workplace (IISW)

New courses falling outside the above eight specified domains of the CEF may also be considered for registration under the CEF only if they are designed in accordance with the Specifications of Competency Standards (SCSs) drawn up by the respective Industry Training Advisory Committees and are registered under the QR.  The Qualification Guidelines for SCS-based courses and the list of SCSs are available on the website of Qualifications Framework (QF).

To apply for registration, course providers are required to submit their applications to HKCAAVQ for assessment.  The processing time will normally take 8 weeks.

CEF Course Amendment

Under the terms and conditions of the CEF, course providers are required to seek prior approval from the LWB for any change to the content or other details of their registered CEF reimbursable courses. The implementation of any change to the registered courses without prior approval may lead to de-registration of the courses.

To apply for course amendment, course providers are required to submit a completed Course Amendment Form and relevant supporting information to HKCAAVQ for assessment. The processing time will normally take 4 weeks.

Renewal of registration with the CEF

If course providers wish to continue to operate a CEF reimbursable course beyond the expiry of its QR validity period, they will first need to undertake the necessary renewal procedures, and then gain approval for continuation of the registration status from the LWB.

To apply for renewal, course providers are required to submit a completed Form of Undertaking (if there is no change to course specifications) or Course Amendment Form (if there is change to course specifications) and relevant supporting information to HKCAAVQ for assessment. The processing time will normally take 4 weeks.

Surprise Audit Visit

At the request of the LWB, HKCAAVQ conducts surprise audit visits to CEF course providers to ascertain that CEF reimbursable courses are operated in compliance with the approved specifications.
