Enhanced Assessment Service – Pilot Scheme of Granting Six-Month Provisional Approval for 1st Time Providers Offering CPD Activity via Virtual Classroom

In response to the increasing demand and constructive stakeholder feedbacks on training conducted via online communication platform, HKCAAVQ is introducing a pilot scheme of enhanced assessment service for new training providers offering CPD activity.

Eligibility to join the pilot scheme includes:

  1. Be a new provider of CPD activity;
  2. Plan to adopt virtual classroom for training delivery;
  3. Meet all the requirements to be a CPD provider (para. 2.3 to 2.5 in Guidance Notes); and
  4. Have experience in offering other online trainings or programmes and be able to demonstrate competency and reliability in offering CPD activity via virtual classroom (evidence such as programme handbook/leaflet, enrolment statistics, completion rate, participant’s survey statistics and/or other recognitions should be provided at the time of application).

HKCAAVQ reserves the right to accept or reject any applications upon review.

The application would be assessed in accordance to the requirements in the prevailing Guidance Notes.  On balancing the need of enhanced inclusiveness and stringent quality assurance, upon approval, the activity would be granted a Six-month Provisional Approval.  Moreover, the 1st time CPD provider, without track record of having at least one Structured Type 1 Qualified CPD Activity re-assessed for one time at the time of applying for adoption of virtual classroom, will have to demonstrate commitment and put in place additional measures in enhancing protection of learners’ interests, such as capping the maximum class size of 50.  Each provider could be granted provisional approval for one activity only.

Providers should submit a re-assessment application one month before the provisional approval expires.  The activity would only be eligible for re-assessment only if the activity has been conducted at least once during the provisional approval period.  The re-assessment application should be supported by evidence of the implementation of QA mechanism.

The re-assessment of a provisionally approved activity should follow the procedures of a normal re-assessment.  Upon approval after re-assessment, the activity would be granted a 12-month approval period and shall then follow a normal re-assessment cycle.

Interested providers please contact us by email (annlam@hkcaavq.edu.hk with subject line “pilot scheme of enhanced assessment service for new training providers") before submitting your application via e-portal.  Application would be accepted from now to 31 December 2022.
