Report on External Review of ENQA Agency Reviews released
The European Association for Quality Assurance in Higher Education (ENQA) has carried out reviews of its member agencies and agencies applying for registration in the European Quality Assurance Register for Higher Education (EQAR) systematically since 2011, and since 2015 with a revised review methodology.
In Spring 2018, ENQA’s members decided that ENQA Agency Review process should undergo an external evaluation to assess the system’s compliance with the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG) and its fitness for purpose in supporting agencies in enhancing the quality of their work. After an open call for tender, the independent stakeholders steering committee selected the Nordic Institute for Studies in Innovation, Research and Education (NIFU) to be the coordinator of the review of ENQA. The self-assessment report (SAR) by ENQA was prepared in Spring 2019, followed by a site-visit in September 2019.
The review panel, chaired by Professor Bjørn Stensaker, Research Professor of University of Oslo, also Council Member of HKCAAVQ, comprises the following members:

Ian Kimber, Director of Quality Development, QAA
Liv Teresa Muth, PhD Student, University of Ghent
Maria João Pires da Rosa, Assisstant Professor, University of Aveiro
Maiki Udam, Development Manager, EKKA
The external review report by NIFU was published in February 2020. ENQA has set up a review process revision team to take forward the recommendations, including a revised and improved methodology in line with the outcomes of the SAR and external review, to be completed by the end of 2020.

HKCAAVQ Council Member Edith Shih wins the Hong Kong Institute of Chartered Secretaries (HKICS) Prize 2019
Ms Edith Shih FCG(CS, CGP) FCS(CS, CGP)(PE) International President, The Chartered Governance Institute (CGI), and former HKICS President, was awarded the Hong Kong Institute of Chartered Secretaries (HKICS) Prize 2019.
Ms Shih is currently Executive Director and Company Secretary of CK Hutchison Holdings Limited, and also Deputy Chair of the HKCAAVQ Finance Committee and Member of the HKCAAVQ Council. She was the first female International President of the CGI from Asia and the first President from Hong Kong. Edith’s involvement with CGI provides a link between the CGI and HKICS, and has been important for the repositioning exercise. That led to the launch of the Chartered Governance Professional qualification, change of the name of Institute of Chartered Secretaries and Administrators (ICSA) to CGI and most recently the launch of the new qualifying programme – the Chartered Governance Qualifying Programme.

HKCAAVQ Council Chairman Ir Dr Alex Chan re-appointed by HKSAR Government as member of the Human Resources Planning Commission (HRPC)
The Hong Kong SAR Government announced on 27 March 2020 the re-appointment of 18 incumbent members and the appointment of three new members of the Human Resources Planning Commission (HRPC) with effect from April 1, 2020 to December 31, 2022. Ir Dr Alex Chan, in the capacity of the Council Chairman of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ), was re-appointed for the two-year term.
The HRPC was established on April 1, 2018, to consolidate resources and efforts of the Government and various sectors to examine, review and coordinate policies and measures on human resources in a holistic manner.

HKCAAVQ Annual Report 2018/19 published
HKCAAVQ has published its Annual Report for year 2018/19. The Report, themed “Making Impact In a New Era of Quality Assurance”, has outlined the HKCAAVQ’s work and activities including highlights of the year and operational review of various services of HKCAAVQ, as well as the Financial Report, from 1 April 2018 to 31 March 2019.
The digital version of the Annual Report is now available on HKCAAVQ website.
