ASSESSMENT

CPD-IA Programmes

Licensed insurance intermediaries are required to comply with the Continuing Professional Development (CPD) requirements stipulated by the Insurance Authority (IA). HKCAAVQ is appointed by IA as the CPD Assessment Authority responsible for the assessment of Type 1 Qualified CPD Activities, including Structured Activities and E-learning Activities. HKCAAVQ also provides services of vetting of Type 4 Qualified CPD Activities from QF accredited programmes and assessment of Specific Qualifications for Type 5 and Type 6 Qualified CPD Activities.

 

The objective of CPD Activities is to ensure that licensed insurance intermediaries continuously update their technical and regulatory knowledge and refresh themselves on the ethical standards for carrying on the regulated activities.

Application

Applications for Assessment and Vetting, including re-assessment/ re-vetting and change applications, should be submitted online via e-Portal. Application would only be accepted after all required documents and fee payment are received.

Assessment of Type 1 Qualified CPD Activities

Type 1 Qualified CPD Activities refer to those activities that have been assessed and approved by HKCAAVQ. CPD providers who would like to offer Type 1 Qualified CPD Activities, including Structured Activities and E-learning Activities, should submit their applications to HKCAAVQ for assessment at least one month before the commencement of the activities.

 

All approved CPD activities are subject to re-assessment on an annual basis. Applications submitted six months after the expiry of approval period will be treated as new applications for assessment.

 

CPD activity providers will normally receive a formal notification of the assessment result from HKCAAVQ four weeks after the application is accepted.

Type 3 Qualified CPD Activities

Accredited and QF recognised programmes which are categorised under the industry category of “Insurance” on the QR (QF Accredited Insurance Programmes) can be directly recognised as Type 3 Qualified CPD Activities without vetting by Assessment Authority. Details of accreditation services provided by HKCAAVQ:

 

Qualifications Framework (QF) Related Accreditation

Vetting of Type 4 Qualified CPD Activities

Type 4 Qualified CPD Activities refer to those QF accredited learning programmes but not categorised under “Insurance” industry on the Qualifications Register (QR) that have been vetted and approved by the CPD Assessment Authority or HKCAAVQ.

 

Operators may submit their QF accredited learning programmes to HKCAAVQ for vetting as Type 4 Qualified CPD Activities. The approval period will be the same as the Validity Period of such learning programmes on the QR.

 

All QF accredited learning programmes vetted and approved as Qualified CPD Activities are subject to re-vetting at the end of the Validity Period. Operators are also required to submit change application if there are any update of their accreditation status.

 

Operators will normally receive a formal notification of the vetting results from HKCAAVQ within 15 working days after the application is accepted.

Vetting of Qualifications Framework Accredited Learning Programmes for Compulsory CPD Hours on Ethics or Regulations for Licensed Insurance Intermediaries

These Guidance Notes are developed for CPD Activity Providers who wish to apply for Vetting Qualifications Framework (QF) Accredited Learning Programmes as compulsory CPD hours on Ethics or Regulations under Type 3 or Type 4 Qualified CPD Activities for Licensed Insurance Intermediaries.

 

All QF accredited learning programmes vetted and approved as compulsory CPD hours on Ethics or Regulations under Type 3 or Type 4 Qualified CPD Activities are subject to re-vetting at the end of the Validity Period. Operators are also required to submit change application if there are any update of their accreditation status.

 

Operators will normally receive a formal notification of the vetting results from HKCAAVQ within 15 working days after the application is accepted.

Assessment of Specific Qualifications for Type 5 and Type 6 Qualified CPD Activities

Type 5 and Type 6 Qualified CPD Activities refer to the studies leading to and the fulfilment of CPD requirements of the “Specified Qualifications” in Schedule III of GL24. Individual licensees can be considered to have satisfied the annual CPD requirements (except for the compulsory CPD hours on “Ethics or Regulations”) during an assessment period if they undertake a study for attaining any of the Specified Qualifications, or are holders of any of the Specified Qualifications and in compliance with CPD requirements imposed by the institute or professional body.

 

Institutes or professional bodies who wish to apply for an assessment for including their professional qualifications under the list of “Specified Qualifications” in Schedule III of GL24 may contact HKCAAVQ directly by email for further information on the assessment requirements and procedures.
