The Government of the Hong Kong Special Administrative Region launched the Qualifications Framework (QF) and Qualifications Register (QR) in May 2008. The QR is an on-line database of qualifications that provides information on qualifications, the associated programmes and providers. It helps learners select the most suitable programmes and plan their progression pathways.
Qualifications accredited by the HKCAAVQ are eligible for entry into the QR for recognition under the QF. Under the Accreditation of Academic and Vocational Qualifications Ordinance (Cap 592), the HKCAAVQ is appointed as the QR Authority. Its functions include:
- Determining the entry or removal of a qualification onto/from the QR
- Ensuring and enhancing the credibility of the QR structure
- Monitoring advertisements relating to the QF
Any programme providers or qualifications granting bodies who wish to have their quality-assured qualifications entered into the QR should apply to the HKCAAVQ.
